The head of the Chamber of Commerce and Industry (CCI), Sergei Katyrin, in a letter to Deputy Prime Minister Alexander Novak, proposed increasing fines for the unsafe use of gas cylinders. “News”. They want to increase fines for citizens to 100 thousand rubles, for legal entities – up to 800 thousand.
As Mr. Katyrin wrote, the number of accidents with LPG equipment continues to grow, often resulting in casualties. The Chamber of Commerce considers it necessary to introduce a new article into Chapter 9 of the Code of Administrative Offenses (regulates liability for administrative offenses in industry, construction and energy). Fines ranging from 30,000 to 100,000 rubles are offered. for individuals, from 200 to 800 thousand – for legal entities, they also face a suspension of activities for up to 90 days if violations have led to accidents or a threat of harm to the life and health of citizens.
Art. 9.23 of the Code of Administrative Offenses, which does not specify the responsibility for handling cylinders of liquefied hydrocarbon gas (LHG). Under this article, in the event of a threat to life and health, citizens are subject to fines of up to 30 thousand rubles, for legal entities – from 100 to 400 thousand.
Among other proposals of the Chamber of Commerce and Industry:
- introduction of a single operator for control over the LPG market and a system for digital accounting of gas cylinders;
- development of a program for the removal of obsolete and faulty containers;
- organization of the gradual equipping of the tank structure with modern safe locking devices;
- licensing of professional market participants.
The Ministry of Energy confirmed to Izvestia that they consider it possible to consider strengthening the measures of responsibility for violation of safety requirements during transportation, filling, storage and sale of LPG cylinders. How exactly they can tighten the responsibility, the department did not specify.
This year in the Russian Federation there have already been several incidents with explosions of gas cylinders. In particular, in March, due to the depressurization of such a cylinder there was an explosion in a five-story building in the village of Antipikha near Chita, Trans-Baikal Territory. As a result, two people were injured, two entrances partially collapsed.
