The Central Bank until 2025 will not oblige banks to use the digital ruble

The Bank of Russia is not going to make it mandatory for banks to connect to the digital ruble platform until 2025, Olga Skorobogatova, first deputy chairman of the regulator, said. At the same time, after the experiment, the use of the digital ruble by financial organizations may become mandatory, she admitted.
“We believe that since this is the third form of the national currency, then of course it should be in circulation always and everywhere, starting from a certain period. But until 2025, we plan to be at the stage of pilot operations with banks, increasing the number of clients,” said Ms. Skorobogatova (quoted from TASS). According to her, everything will depend on the readiness of the banking industry, as well as citizens and companies to work with the digital ruble.
At the first stage, 30 trade and service enterprises in 11 cities, 600 citizens and 13 banks Among the banks participating in the experiment are VTB, Alfa Bank, Dom.RF, Ingosstrakh Bank, Gazprombank, Qiwi Bank, Ak Bars, MTS Bank, Promsvyazbank, Sovcombank, Sinara, Rosbank and TKB. It was previously assumed that Sberbank and Tinkoff-Bank would also take part in the experiment, but they list did not appear. The names of the cities and trade and service enterprises participating in the pilot are not disclosed by the Central Bank.
The law on the digital ruble was submitted to the State Duma at the end of last year. It was assumed that the pilot project of banks on the real use of digital rubles will begin in February. However, in the first reading, the law was adopted only in mid-March, and by the second it had undergone major changes. The final version of the law, Russian President Vladimir Putin signed July 24th. Conducting real transactions with the digital ruble for individuals and legal entities in Russia will begin August 15, 2023. At the same time, the Association of Russian Banks still had questions about the status of the digital ruble: bankers turned to the Central Bank with a request to clarify what, in fact, is a digital ruble – a third form of money or non-cash currency.
