According to Mr. Zubarev, the ads offer free advice on guaranteed social benefits: benefits for the socially vulnerable, payments to students and families with children. “When a person scans a QR code, he enters a chat bot in the messenger. Further, it turns out that he was allegedly entitled to a payment, ”said the deputy head of the Central Bank in an interview. “Izvestia”. Next, the chatbot asks for financial data and writes off the money.

German Zubarev clarified that the codes are placed in crowded places: in entrances, on the walls of houses, bus stops, parking lots, and so on. According to him, people trust chatbots because they are similar to the services of official departments.

The Central Bank has prepared a draft law obliging the paying bank to suspend the transfer of money to suspicious accounts, which are contained in a special database of the Central Bank, for two days. If the bank does not perform the necessary procedures to protect the client, it will have to return the entire stolen amount within 30 days. The bill was prepared with the participation of the Bank of Russia and submitted to the State Duma in September last year. Mr. Zubarev expressed hope that in the near future it would be adopted in the first reading.
