The Bank of Russia allowed banks until the end of January 2024 do not worsen assessment of loans to participants in the military operation, including those mobilized and members of their families. In another letter from the regulator we are talking about mobilized entrepreneurs.
The decision was made to reduce the regulatory burden on credit institutions, the Central Bank explains. The decision not to worsen the quality of debt service, regardless of the assessment of the financial position of the borrower, concerns restructured loans, including those under banking programs. The letter, which concerns entrepreneurs, refers to contracts concluded before the day of conscription and until December 31, 2023. In the second document – on loan agreements concluded with borrowers before the date of occurrence for military personnel or employees of the circumstances prescribed in Federal Law No. 377-FZ (on the fulfillment of loan obligations by participants in a military operation), until December 31, 2023.
The Central Bank recommended that credit institutions send him information about such decisions.
As of the end of 2022, from September to October 2022, banks provided over 101,500 credit holidays for the total amount of 45.4 billion rubles for military personnel and members of their families, as well as restructured 155 thousand loans mobilized and their relatives for 58.8 billion rubles.
At the beginning of the year, according to the Central Bank, the mobilized were issued vacation loans for 63.6 billion rubles.
