The case of rusty diving suits for the Russian Guard came to court – Kommersant

The Lefortovo District Court of Moscow began considering a criminal case of major fraud against the general and commercial directors of PTS JSC Sergei Khan and Tigran Ohanyan. Mr. Khan is accused of embezzling funds from the Russian National Guard during the execution of government contracts for the supply of AVM-450 diving apparatus. Sergey Khan, it follows from the case materials, involved Tigran Ohanyan and unidentified persons in his illegal activities. As the investigation notes, Sergey Khan and Tigran Ohanyan, when forming the initial maximum contract price, deliberately inflated the cost of diving suits – by 108.6 million rubles. From 2018 to 2020, the company entered into six government contracts totaling RUB 405.04 million. Sergei Khan and Tigran Ohanyan were charged under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale). They face up to ten years in prison.

In 2021, the leadership of the Russian Guard revealed the fact of supplies of low-quality diving equipment at an inflated cost. The purchased AVM-450 breathing apparatus turned out to be unsuitable for use and rusted without even touching the water, State Duma deputy Alexander Khinshtein wrote in his Telegram channel. “As for the officials, the materials are at the stage of pre-investigation checks; we are talking about military personnel of the department’s naval department, who are being dealt with by the military prosecutor’s office,” Mr. Khinshtein told RBC.

On June 20, the directors of PTS JSC were charged with fraud and causing damage to the Russian Guard in the amount of 108.6 million rubles. On August 17, the Moscow prosecutor’s office approved the indictment, and the case was sent to court.
