The Government of the Russian Federation has approved the rules for determining the minimum prices for nicotine-containing products, including liquids for vaping and hookah tobacco. The Cabinet resolution, signed by Russian Prime Minister Mikhail Mishustin, was published on the official portal legal information.
The rules will apply from September 1, 2024. According to the document, the Ministry of Agriculture will determine the minimum cost of such products. The ministry will have to publish minimum prices on its website by July 1.
The Cabinet of Ministers resolution contains formulas for calculating minimum prices for nicotine-containing products. The minimum price is calculated based on the excise tax rate on the product itself: vape liquid, heating tobacco or hookah tobacco.
From March 1 began apply a new procedure for state control over the production and circulation of tobacco. Rosalkogoltabakcontrol will now monitor the situation at enterprises.
