The Russian Association of Air Transport Operators (AEVT) complained to the Federal Antimonopoly Service (FAS) about the unreasonable increase in tariffs at Russian airports. According to AEVT estimates, the increase in unregulated tariffs at Russian airports since 2017 exceeds the level of inflation accumulated over these years by at least three times. Excerpts from a letter from AEVT President Vladimir Tasun addressed to Deputy Head of the FAS Petr Ivanov RBC.

“The establishment of tariffs for services, prices for which are not regulated by the state, is carried out arbitrarily, both in their absolute value and in the frequency of their changes, mainly without any justified connection with the real cost of each of the services,” Vladimir Tasun noted in the letter .

As an example, the president of AEVT cited the Chita airport, where, according to him, almost all unregulated tariffs are significantly higher than in Blagoveshchensk. For example, refueling an aircraft with drinking water in Chita costs three times more than in Blagoveshchensk, acceptance and release of the aircraft, maintenance of bathrooms, provision of a stairway and delivery of passengers – 2-2.5 times more expensive, other services – 30-60% .

Separately, Mr. Tasun drew attention to the cost of anti-icing fluid for treating aircraft. Thus, the markup at Moscow Domodedovo Airport from its sale is 352-382% of the purchase price (depending on the type of liquid), in Murmansk – 189-207%, in Kaliningrad – 169-233%, in Perm – 104%. The association believes that in some cases airports receive excess profits from the sale of anti-icing fluid.

As measures to curb the growth of airport tariffs not regulated by the state, AEVT proposed that the FAS conduct a review of their economic feasibility. The association’s initiative also provides for financial state support for airports, “the unprofitability of which will be obvious in the conditions of compliance with the procedure for setting tariff values.” In addition, according to AEVT, fee revisions should be limited to no more than once a year, and their value should not exceed 1.5 times the official inflation rate.
