A court in Moscow fined Telegram 4 million rubles. for refusing to remove 32 channels that publish information about the military operation, which was declared invalid by the court. The messenger was found guilty under Part 2 of Art. 13.41 of the Code of Administrative Offenses (violation of the procedure for restricting access to information, access to which is subject to restriction).

The court filing also notes that Telegram refused to remove channels in which scammers extorted money from users. The decision of the court has not yet entered into force and can be appealed.

In February 2022 Telegram paid fines in three enforcement proceedings for 11 million rubles. for not deleting prohibited information. In August messenger for the same reason fined for 4 million rubles. By May 2023 Telegram repaid all fines for enforcement proceedings in Russia.

For failure to delete information about the military operation, Facebook (owned by Meta, which is recognized as extremist in the Russian Federation and banned) and the fund Wikimedia (owner of Wikipedia).
