State Duma deputy Gorelkin proposed to ban registration in Runet through foreign mail

State Duma deputy Anton Gorelkin (United Russia) has prepared amendments that would ban registration on Russian websites using foreign e-mail. The head of the State Duma committee on information policy, Alexander Khinshtein (also United Russia), gave a positive opinion on the project.
There are four ways to register:
- by the phone number of the Russian telecom operator,
- through the portal “Gosuslug”,
- through the Unified Biometric System;
- using another information system that provides authorization for site users and is owned by a citizen of the Russian Federation who does not have the citizenship of another state, or a Russian legal entity with foreign ownership of less than 50%.
As explained Vedomosti Mr. Khinshtein, “another information system” means Russian services, for example, VKontakte or mail on Russian services (for example, mail.ru). The deputy claims that the initiative was discussed with business.
Whether the restrictions will apply only to sites from the register of news aggregators (it includes VKontakte, Rambler and Zen) or sites from the register of information dissemination organizers (includes social networks and instant messengers) is not specified.
“Measures of responsibility are not really spelled out, this will happen later, after an assessment of law enforcement practice,” Mr. Gorelkin said.
The amendments involve amendments to the laws “On Information, Information Technologies and Information Protection” and “On Communications”, they were published in the State Duma database on July 20. Today, July 25, the initiative will be considered in the second reading. If the law is passed, it will come into force on December 1.
