From 2021 to 2023, the share of illegal tobacco products in Russia increased from 11% to more than 13%, said Finance Minister Anton Siluanov. According to him, this marks a significant amount of lost funds in the state budget. The government needs to increase the transparency of the tobacco market, the minister noted.
“The volume of mobilization of funds from measures to control the tobacco market could be about 150 billion rubles, that is, this is a significant amount of resource provision that we need. I hope that the new powers that Rosalkogoltabakregulirovanie received will allow us to restore order in this market,” said Mr. Siluanov at a meeting of the board of Rosalkogoltabakkontrol (quoted from RIA Novosti).
Since September 1, 2023, an electronic register of licenses for the production of tobacco products has been in effect. From March 1, 2024 Rosalkogoltabakcontrol authorized monitor the production and circulation of tobacco, suppress violations and monitor compliance with requirements during the supply, purchase and transportation of products.
