The Ministry of Digital Development proposed to direct infrastructure payments from marketplaces to cover part of the losses and repairs of Russian Post branches in small localities. This was stated by the head of the department, Maksut Shadayev. The initiative may affect 28 thousand post offices.
“We propose to provide repairs to these offices, as well as covering losses from the functioning of post offices in settlements with less than 5,000 residents, as part of the infrastructure payment for marketplaces,” Mr. Shadayev said at a meeting of the State Duma Committee on Information Technologies (quote from TASS).
According to him, the infrastructure payment is planned to be calculated using a certain formula. It involves analyzing the revenue, expenses and losses of Russian Post branches. Based on these calculations, it is necessary to decide whether to add wage compensation and reconstruction of post offices to the loss.
In March, Russian Post reported a net loss for 2022 under RAS in the amount of 27 billion rubles. September 25, Speaker of the Federation Council Valentina Matvienko called analyze the situation of Russian Post due to the growing financial hole. General Director of Russian Post Mikhail Volkov in response emphasizedthat the company has reduced its operating loss by three times over the past six months, but the situation “remains tense.”
On October 6 it became known that the board of directors of Russian Post initiated an independent audit of the company’s expenses, based on the results of which the issue of state support will be decided. The company asked to introduce an infrastructure payment from the largest e-commerce platforms in the amount of 0.5% of turnover. Russian Post has not been funded by the state since 2014.
