Foreign processor manufacturers that produce processors according to the documentation of Russian developers refused to fulfill orders in 2022, including shipping already produced chips, said Maksut Shadayev, head of the Ministry of Digital Development. Because of this, according to him, the number of products released on processors developed in Russia is less than it could be.
This year, according to Mr. Shadayev, 15,000 PCs and 8,000 servers based on domestic processors were produced. “We would have much more this year if those batches of Russian processors, Elbrus, Baikal, which were ordered and produced, were shipped. Intellectual rights and all documentation are Russian, but, based on topological standards, there are no such production facilities in Russia, and it was all ordered from foreign factories,” Mr. Shadayev said during a joint meeting of the committees for control and information policy of the State Duma.
After the outbreak of hostilities in Ukraine, Baikal Electronics, JSC MCST and JSC NPC Elvis first came under US export control, and then were included in the SDN list, which implies blocking of any assets and a complete ban on transactions. Russian chipmakers also fell under sanctions, introduced EU December 16th. The United States also periodically imposes sanctions on companies that, according to its authorities, were created to place orders with foreign factories.
