Vice President of the Union of Shopping Centers (STC) Pavel Lyulin said “Vedomosti”that in the coming months, at a meeting in the Public Chamber of the Russian Federation, a draft unified regulation for video surveillance systems in shopping centers and retail facilities will be presented. According to him, the task of introducing such a regulation is to organize in real time the recognition of faces from cameras in shopping centers and their comparison with a database of faces of criminals. If there is a match, a signal will be sent to law enforcement agencies, Mr. Lyulin said.

The vice-president of STC told the newspaper that the regulations for video surveillance systems in shopping centers were discussed at the beginning of February at the Moscow Chamber of Commerce and Industry with the participation of the Guild of Non-State Security Structures (NSS), STC, the Ministry of Digital Development, the Ministry of Internal Affairs and security experts. He stated that the regulations are planned to be approved and put into use within two years.

The deputy head of the section of intelligent security systems of the NSS Guild, Kirill Stenkovsky, told Vedomosti that today a draft concept for the development of intelligent security systems in the Russian Federation is being formed. According to him, within the framework of this concept, regulations for interaction between shopping centers, vendors, security forces and executive authorities will be developed.

Mr. Stenkovsky clarified that the parties are discussing the application of Law 572-FZ on the identification of citizens using biometric personal data to specific video surveillance and facial recognition systems. In his opinion, a unified regulation will make it possible to introduce in retail the possibility of searching for citizens who are on the wanted list.

The Ministry of Digital Development reminded Vedomosti that the use of biometric citizens in accordance with 572-FZ is possible only with their consent. At the same time, the ministry noted that the law does not apply to law enforcement agencies if they use data from video surveillance systems as part of operational investigative activities.
