The salvage fee for special equipment, a number of trucks and trailers will increase from 2023. The government explains the indexation by the need to eliminate the price advantage of imported equipment compared to domestic equipment against the backdrop of a weak ruble. The six-fold indexation was equivalent to the proposals rejected in 2021, at least partially, for semi-trailers, which are also used by transport companies.
The government has approved an increase in the salvage fee for special equipment, a number of trucks and semi-trailers from January 1, 2023. According to the Ministry of Industry and Trade, indexation is necessary to “equalize the market value of foreign and Russian products.” “As a result of the violation of the existing supply chains, as well as the growth of the ruble, there has been a significant increase in imports of certain categories of automotive, specialized self-propelled and trailed equipment,” the ministry emphasizes. “Under the indicated conditions, the cost of imported equipment has become lower than the cost of products of Russian manufacturers.”
According to decreethe scrap fee for new semi-trailers will increase by more than six times – due to an increase in the coefficient for its calculation from 0.64 to 4.
Now the amount of scrap for new semi-trailers is 96 thousand, but from January 1 it will grow to 600 thousand rubles. through indexing. With a proposal to increase the fee for trailers in this amount in June spoke Rosspetsmash. Moreover, a similar increase was planned for 2021, but was rejected after the active resistance of transport companies, who cited the risks of rising food prices. Then, in addition to semi-trailers, the indexation of the fee for all trucks, including tractors, by 25% was simultaneously discussed.
Now, among trucks, the indexation of tractors has not been touched. However, the salvage fee will increase for trucks weighing over 20 tons, but not more than 50 tons, as well as dump trucks of the same gross weight – by 35% in both categories. “b” wrote on plans to increase salvage collection for dump trucks.
Among special equipment, the increase will affect, for example, bulldozers – up to 74%.
At the same time, growth will not affect the segment up to 100 liters. s., where, according to the data for 2021, when the increase in salvage fees was also discussed, the share of Russian producers was zero.
The fee will also increase for:
- rollers – up to 5.2 times (maximum in the segment less than 40 hp),
- front and fork loaders – up to 2.2 times (for machines with a capacity of 250 hp to 300 hp),
- caterpillar tractors – up to 4.9 times (in the segment from 100 hp to 200 hp),
- graders – up to 2.8 times (in the segment from 100 hp to 140 hp).
In 2021, the fee increase that was not accepted assumed indexation up to three times, which was then partially adjusted. That is, the current version differs in special equipment, but in the categories remaining in it – upwards (for example, graders).
It should be noted that some domestic players traditionally He speaks about delays in subsidies, which de facto compensate for waste disposal to local players, and increased financial risks. In addition, the government issued an order in September, according to which a credit line for 120 billion rubles was approved. with a subsidized rate to “Avtodor-Leasing” “for the purchase of priority imported products” with a wide list of road construction equipment.
