To comply with this format, the hotel must have its own beaches, swimming pools, daily animation, buffet, and free alcohol. The standards spell out in detail many nuances, down to the smallest.

Over the past two years, a new large group of consumers of such services has appeared in the country, says Andrei Mikhailets, executive director of the Independent Hotel Alliance association: “There are a large number of citizens who are not allowed to travel abroad. This is a fairly serious market. I think everything will be fine with demand. And the number of objects that satisfy this demand is increasing. Not only in such classic locations as Anapa and Sochi, but also, for example, in the Temryuk region. This could be not only the Black Sea, but also the Sea of ​​Azov; it also has its advantages.

It is not easy to comply with all-inclusive standards because they specify in detail how many times a day entertainment must be provided, how many food outlets must be, and how they must operate. It is difficult for colleagues who provide services in the Krasnodar region to do their own work, because everything is written in sufficient detail, plus competition is gradually growing in this segment.

There are difficulties with the economy, for example, the rise in price of products that suppliers bring by bank transfer, and there is an inflation system, so we need to count. In some cases, it is more profitable to work according to the classic breakfast scheme; it all depends on the hotel’s turnover and its concept. If this is a family holiday with children in the four-five star segment, then it is rather all-inclusive.”

Of all the services that, according to GOST, a hotel operating on an all inclusive system must provide, there are three most problematic. Tourism industry analysts note that five-star hotels do not always have a heated pool and water park. Free alcohol is often served only in bars, although it is also supposed to be served for lunch and dinner. And it’s almost impossible to find a mini-golf course. Although in the section on sports, this type of activity is given special attention.

Businessmen themselves admit that it is difficult for them to meet even the basic GOST requirements related to food and beverages. It will take several years to set up the system, says Angelina Samadova, independent development director at KravtGroup:

“It is very important for resort regions to have an adjustment period so that they adjust their supply chains. Manufacturers of the same alcohol and must-have products required to be available at these hotels must understand the potential volume. It’s a two-way street: a producer needs to be confident in demand before producing huge amounts of new alcohol, or even simply increasing existing volumes.

It’s very difficult to change your mind right away. Hotels have very limited costs, and the all inclusive format means that all expenses, no matter how much a person eats or drinks, must be included in the room price. And the price of a room is a figure to which a guest reacts very quickly. I didn’t like it enough to return and went to a competitor. We need time for manufacturers to look at us and adjust their product, and for us to understand what volumes we can afford to purchase in advance before the season and where to get them.”

A year ago in Russia, only 150-200 hotels operated on the all-inclusive system, according to the Association of Restaurateurs and Hoteliers. Most of these hotels are located on the Black Sea coast. Prices at resorts in the Krasnodar region ranged from 11 thousand rubles. up to 70 thousand rubles. per day. According to the forecasts of Kommersant FM’s interlocutors from among the region’s hoteliers, in the new season the cost will increase by another 10-15%.
