In addition, the list of additives with which the sale of vapes may be banned includes biologically active additives and vitamins C, E, and amino acids. The full list is to be published by the Ministry of Health on September 1.
The Association of Retail Companies (AKORT) warned of the risks of an illegal trade market, which will lead to non-compliance with product quality requirements and a reduction in tax deductions to the budget. AKORT also noted that retail chains are calling for a transition period of 12 months, which will allow companies to sell off the remaining products and not incur significant losses.
In early August, Vedomosti wrote that the Union of Enterprises of the Industry of Nicotine-Containing Products (SPINI, unites more than 50 legal entities and individuals) asked remove food flavorings and nicotine salts from the list of banned substances and additives, which, as the Ministry of Health previously considered, increase the nicotine dependence of the population. SPINIE noted that this rule makes the sale and use of vapes virtually impossible.
The law on restrictions on the sale of vapes was adopted by the State Duma on April 11. Initially, the deputies wanted to ban the sale of vape liquids with flavorings and additives, but the final version of the adopted law states that the government has the right to create a “list of substances and additives”, adding which the sale of vapes will become impossible. The authors of the law were the Speaker of the State Duma Vyacheslav Volodin, as well as the leaders and representatives of all factions – more than 400 deputies.
