“The Ministry of Finance of Russia is submitting for approval a draft action plan (road map) to refuse to apply federal special (excise) stamps on tobacco products from 2024. <...> The introduction of digital excise tax will begin in the first quarter of 2024,” the statement said.
It is clarified that a pilot project on the use of marking and traceability data in desk tax audits was to be launched in May this year and could last until July 2024.

The fact that the Ministry of Finance is working on the introduction of a digital excise tax on tobacco and beer was announced in mid-November 2022 by Deputy Minister Alexei Sazanov at a meeting with foreign businesses at the site of the American Chamber of Commerce in Russia. According to him, the Federal Tax Service will be able to automatically calculate tax liabilities when the products go into circulation.
