The Vepr system is being developed by the St. Petersburg company Neobit, according to the tender documentation cited by the newspaper. The development cost was initially estimated at 60 million rubles, but in the end it was halved and amounted to 30 million rubles. Development should be completed by the end of July. The terms of reference state that the system will detect messages that could potentially lead to “implementation of threats to individuals, society and the state.” Also, Vepr should identify “publicly significant information” that “poses a threat of harm to the life and (or) health of citizens, property, a threat of mass disruption of public order and (or) public safety.”
“The Vepr IS is designed to identify potential points of tension in the network that can develop into information threats, analyze them, and predict the subsequent spread of destructive materials,” said a representative of Roskomnadzor. No examples of such information are provided.
