Roskomnadzor has introduced an initiative designed to create a geolocation database of IP addresses. The draft order is posted on website draft regulations and public discussions are taking place. The department made the decision to create such a database due to increased DDoS attacks on Russian government resources.

“Based on the data provided, a trusted database of geolocation of IP addresses in Russia will be formed. The database will be regularly updated, telecom operators and resource owners will be able to use it to automatically create correct access lists; its creation will make it possible to bring the digital border of the state into line with the physical borders of the Russian Federation,” the explanatory note says.

It is clarified that since 2022 in Russia, DDoS attacks on government and socially significant Internet resources have become more frequent and their intensity has increased. The explanatory note states that most attacks come from abroad. Now, to quickly repel DDoS attacks, telecom operators and owners of Internet resources “form access lists based on data on the country of networks.” However, the data is taken from publicly available international sources, which leads to errors and blocking of access to resources for legitimate users.

In 2022, the head of the Public Communications Network Monitoring and Management Center subordinate to Roskomnadzor, Sergei Khutortsev, announced the start of developing a system to repel DDoS attacks. According to him, the intensification of attacks on Russian Internet services is associated with the beginning of the SVO.
