Roskomnadzor may get the right to block advisory services

New amendments have been made to the bill on the regulation of advisory services by Roskomnadzor, which will allow the department to block such services if their algorithms violate Russian law. According to Vedomosti sources, the new amendments oblige companies to declare exactly what principles their recommender algorithms work on. Roskomnadzor will also have the opportunity to request information about the operation of the algorithms.
According to one of the sources, we are talking about “software and hardware of recommender algorithms”: the department will have the right to request access to servers. If Roskomnadzor considers that the advisory service of a particular site does not work as it was stated, it will be able to send it an order to eliminate the violation.
If the amendments are adopted, Roskomnadzor may require the blocking of the service. Whereas in previous versions of the bill it was assumed that users can turn off the recommender algorithm themselves. Now Roskomnadzor may have such an opportunity.
The author of the amendments, Deputy Chairman of the Committee on Information Policy, Information Technology and Communications, United Russia deputy Anton Gorelkin, said that the amendments do not imply that Roskomnadzor “has an obligation to request information from the owner of a resource about the work of his advisory service” . “According to the bill, Roskomnadzor will receive the right to receive information to assess the compliance of the use of recommender technologies with the norms of the law,” he said. He also assured that, thanks to the amendments, the bill will not get access to the services of a particular site through the API.
“But with regard to information resources, a number of obligations are indeed introduced, the main of which is informing users that the resource uses recommender algorithms and at the same time respects the rights and legitimate interests of citizens,” the deputy added.
Roskomnadzor has already warned about the need to regulate advisory services: the certificate of the GRFC subordinate to it spoke about the risks of disseminating “destructive and fake” information.
