Roskomnadzor may block up to 7 million gray SIM cards – Kommersant

Since the beginning of August, Roskomnadzor began to require telecom operators to block subscriber numbers with irrelevant personal data, reported Vedomosti with reference to sources in telecom operators. The blocking can affect up to 7 million SIM cards, including corporate numbers or hand-bought SIM cards.
According to the publication, the operators began sending notifications to subscribers about the need to confirm their personal data in order to avoid blocking the number.
The telecom operator must notify the subscriber about this within three days from the date of receipt of the list of numbers from the RKN. The subscriber has 15 days to update his data through the “Gosuslugi”, the operator’s application or a communication salon. Otherwise, the number will be blocked by the department under the law “On Communications”.
According to the law, verifying the validity of subscriber data is the responsibility of the mobile operator. Prior to the start of the provision of services, the operator must independently verify, among other things, the data on the end users of the services, if SIM cards are issued to legal entities.
According to the publication, each RKN request contains about 50,000 numbers. If subscribers do not confirm the data, then by mid-August, operators will block about a million SIM cards.
In early April, operators asked subscribers to update their data on the State Services under the threat of limiting communication services. Then the representative of the RKN explained to Kommersant that in May Roskomnadzor planned to check the current personal data of subscribers of companies to identify active gray SIM cards. For this, an information system has been developed that automatically detects false information about the operators’ clients.
