According to the order, the resource will be included in the unified register of prohibited sites if it publishes data that is aimed at inciting sexual attraction to minors, tells about methods for committing suicide, and also convinces the user of the admissibility and attractiveness of sexual relations with a minor.
The criteria also include sites that form a positive assessment of people who are in LGBT relationships, ideas about the “social equivalence of traditional and non-traditional sexual relations, preferences and attitudes.” Resources that justify abandoning traditional relationships in favor of LGBT people will also be blocked.
The document also spells out aspects related to the formation of a positive attitude towards a person’s sex change. The order approves the blocking of information aimed at forming a positive image of this function.
On November 23, 2022, a bill was submitted to the State Duma that introduces administrative liability for the promotion of non-traditional sexual relations among people of any age, and propaganda among minors will become an aggravating circumstance. It came into force on December 5 last year. Thus, fines for citizens will range from 50 thousand to 400 thousand rubles, for officials – up to 800 thousand, for legal entities – up to 5 million rubles.
