Rosaviatsiya announced that it has selected 33 Russian airlines to provide subsidies that will reimburse operating costs for flights within Russia. A total of 35 applications were submitted. Carriers will receive the first funds for November and December at the end of February 2023. Subsequently, subsidies will be paid monthly.

According to the protocol, Aeroflot Group will receive 11.6 billion rubles. The Aeroflot, Pobeda and Rossiya airlines included in it will receive 5 billion rubles, 4.1 billion rubles. and 2.5 billion rubles. respectively. S7 Airlines will send 5.6 billion rubles. (subsidiary Globus will receive another 117 million rubles), and Ural Airlines – 2.6 billion rubles.

In total, 25.3 billion rubles will be distributed among the airlines. This is almost twice less than their requests. 35 airlines that applied for subsidies requested a total of more than 56 billion rubles. Thus, the Aeroflot group asked for a payment in the amount of 25.9 billion rubles.

The monthly payment of subsidies is expected for each passenger-kilometer performed by airlines within Russia in November 2022 – March 2023 at 1.11 rubles. At the same time, the expected passenger-kilometer should be at least 90% of the figure for the same period last year.

The Air Carrier Compensation Program for Domestic Flights was approved by the government on April 29, 2022. The decision was made in order to support air carriers in the face of sanctions. Then 100 billion rubles were allocated from the reserve fund. Subsidies were received by 32 airlines, including Aeroflot, Pobeda, Rossiya, UTair, and Ural Airlines. On December 7, the government extended this program.
