RBC: the Russian budget received 20 billion rubles from the sale of foreign assets

From December 2022 to April 19, the federal budget received 20 billion rubles under the item “Grants from non-governmental organizations”. About it informed RBC with reference to the data of the “Electronic budget” system.

As the publication notes, in 2021 there was no such article in the budget at all, and in 2015–2020, revenues from it did not exceed 3 million rubles. in year. It is specified that by the end of 2022 the budget received about 3 billion rubles, and from January to April – another 17 billion rubles. At the same time, there is no forecast for this type of income for the whole of 2023.

Funds from the sale of assets of investors from unfriendly countries began to flow into the budget at the end of 2022. Then the subcommittee of the government commission on foreign investment, which approves all transactions with assets of foreign investors, formulated several conditions necessary for the approval of the transaction. In particular, upon closing the transaction, a voluntary contribution in the amount of at least 10% of the “amount of the ongoing transaction” must be sent to the budget. At the same time, a requirement was established to sell the asset at a discount of at least 50% of the value determined in the course of an independent valuation.

Later, in March 2023, a subcommittee of the Ministry of Finance adjusted these conditions. In particular, now you need to pay at least 10% of half of the independently assessed market value if the transaction closes at a discount below 90%, and at least 10% of the market value if the discount exceeds 90%.

April 10 Russian President Vladimir Putin instructed direct voluntary contributions that come to the budget from transactions for the transfer of assets of investors from unfriendly countries to the development of tourism infrastructure.
