RBC: Russia will need 200 billion rubles to achieve medicinal sovereignty

By 2030, Russia should ensure medicinal sovereignty, in which the medicines and diagnostic systems produced in the country would occupy 75% of the market in monetary terms and 85% in quantitative terms. This is reported RBC with reference to the concept of support for the pharmaceutical industry, developed by experts from one of the working groups under the Ministry of Education and Science. For these purposes, about 200 billion rubles will be required.
It is assumed that the drugs produced in the country will account for 85% of products in packages. Among other things, it is planned to export at least 50 of its own original drugs.
The document clarifies that to date, active pharmaceutical substances produced in Russia are used in only 20% of drugs produced in the country. This figure is planned to be increased to 75%. Among other things, it is planned to provide the Russian production of substances with domestic intermediates, since today there are no production facilities in Russia (87% of all intermediates are produced in China).
As part of the implementation of the concept, it is also planned that by 2030 Russia will bring at least 50 original Russian medicines to international markets. “The concept is supposed not only to achieve technological sovereignty, but also to respond to the needs of the market, that is, to become interesting as an exporter,” one of RBC’s interlocutors said. At the same time, he added that the achievement of these goals would require at least 200 billion rubles. Another source of RBC, familiar with the text of the concept, noted that this amount is much less than the funds that could be obtained if the concept is implemented.
In July, Kommersant learned that from January 1, 2023, an experiment on the remote sale of prescription drugs could start in Russia. The pilot will involve three Russian regions where electronic prescriptions were previously launched — Moscow and the Moscow and Belgorod regions.
