Electronics manufacturers began to have problems obtaining preferential loans at a rate of 5% due to approvals from departments, they said. RBC market sources. According to the publication, the Ministry of Digital Finance returns applications for concluding agreements on subsidies, since it has not received budget allocations and limits on budget obligations.

“Yes, indeed, now there is a delay in obtaining preferential loans under Decree No. 407, but we expect that they will begin to be provided in the near future,” Svetlana Legostaeva, head of the Computing Technology consortium, told RBC.

Another interlocutor of RBC in the radio electronics market said that employees of banks participating in this program complained about refusals to provide preferential loans. They argue that the Ministry of Digital Finance returns applications for concluding agreements on subsidies due to the fact that budget allocations and limits on budget obligations were not brought to the ministry. This information was also confirmed by Sberbank participating in the program.

A representative of Sberbank indicated that they had a concessional lending program from August 15 until the end of 2022, during this period the credit institution entered into agreements for a total of 55.8 billion rubles. “Sberbank will continue to provide borrowers with this product immediately after the conclusion of the agreement and the allocation of the subsidy limit,” RBC quotes the words of a bank representative.

Concessional loans were introduced in March 2022. In January 2023, the government extended the measure for the current and subsequent years. The list of electronics, whose manufacturers can apply for concessional financing, has also been expanded. It included telecommunications and office equipment. The period of concessional lending was increased from one year to five years. The minimum loan amount is 3 billion rubles, the maximum is 100 billion rubles. Preferential loans are provided, in particular, by Sberbank, VTB and Gazprombank.
