Putin signed a law on strengthening control over the production and circulation of tobacco

Russian President Vladimir Putin signed law on strengthening control over the circulation and production of tobacco and nicotine-containing products. The document amends Article 171.3 of the Criminal Code of the Russian Federation and introduces criminal liability in the form of deprivation of liberty for up to five years of liberty.

Production or circulation of tobacco products and nicotine-containing products and raw materials for their production without an appropriate license will be punishable by a fine in the amount of 500 thousand to 1 million rubles, forced labor or imprisonment for up to three years.

For the same acts as part of an “organized group”, they face a fine of 3 to 4 million rubles, forced labor or imprisonment for up to five years. It is also possible to be deprived of the right to hold certain positions for up to five years.

It also introduces a procedure for the disposal and destruction of tobacco, raw materials and equipment for their production seized from illegal circulation. The rules will come into effect on April 1, 2024.
