Putin signed a decree on the use of the Gostekh platform

President Vladimir Putin instructed the government to ensure the launch of the unified digital platform of the Russian Federation Gostech by April 1, 2023 in accordance with the requirements of the country’s legislation. In particular, we are talking about the requirements for the protection of information contained in state information systems (GIS). The corresponding decree was signed on March 31 and published on the legal information portal today, 1 April.
The transition to the platform of key federal GIS will begin on April 1.
“The operator of the Gostekh platform concludes agreements with the operators of state information systems on the distribution of responsibility between these persons,” the text of the document says. The operation of GIS using Gostech is not possible if they contain state secrets, official secrets in the field of defense, secrets of the investigation and legal proceedings, as well as information about persons in respect of whom a decision has been made to apply state protection measures.
The Decree comes into force from the day of its official publication.
Gostekh will become a development environment for state IT and will allow the authorities to save on the use of systems already paid for by state customers by other state bodies. Prior to the transfer to the Gostech platform, the GIS is waiting for an enhanced check – the transfer for security reasons will require more effort and time than expected. The terms of the experiment to increase the level of GIS security have been extended for a year, until March 30, 2024.
Strengthening the security of GIS was required, among other things, due to large-scale attacks on them after the start of the military operation of the Russian Federation.
