Putin signed a decree allowing important companies not to disclose information

Russian President Vladimir Putin signed a decree that allows economically significant organizations (ESO) and persons who have transferred to direct ownership of shares and interests in them not to disclose information about their activities. The document was posted on website official publication of legal acts.

Presidential Decree No. 73 of January 27, 2024 allows the EEO not to post information that must be made public in accordance with the laws on joint stock companies, banks, limited liability companies, auditing and others. It is noted that companies must provide information about activities at the request of federal executive authorities, but they should not be posted in the public domain.

Economically significant organizations are business entities important for ensuring the economic sovereignty and security of Russia. The list of organizations related to EZO has not yet been published. The definition itself was introduced in the summer of 2023, when Law No. 470-FZ came into force, which gave the government the right to create a list of such organizations.

To be included in the EZO list, a company must have at least one criterion: annual revenue – more than 75 billion rubles, value of assets – more than 150 billion rubles, staff – more than 4 thousand people, the company’s work in critical industries, as well as a share direct or indirect participation of Russian beneficiaries in the IHC (as a general rule – more than 50%).
