Putin proposed to prepare a national data economy project – Kommersant

Russian President Vladimir Putin, speaking at the Future Technologies Forum Computing and Communications. Quantum World”, proposed to prepare a new national project for the formation of the data economy within a year. He stressed that Russia needs to achieve its own competencies in critically important industries. According to him, Russia will not surrender under external pressure, as “our opponents” expected, but will continue to move “only forward”, while “not isolating itself from anyone.”

“Our principal task is to transfer the entire economy and management to qualitatively new principles of work based on big data,” the president said during his speech. According to him, this will improve the quality of work and productivity, help increase wages, the availability of services and services. “At the same time, we must have not just scientific developments and basic solutions, but the entire technological and production chain,” Vladimir Putin emphasized.

The President said that the new principles of the economy are necessary, among other things, in connection with the threat to national security posed by dependence on foreign technological platforms. “We bought many critical technologies in this area, as they say, in someone else’s store. A kind of supermarket of ready-made solutions produced by someone. And at some point, the door was simply tightly closed in front of us and a “closed” sign was hung up. We have learned lessons, drawn the necessary conclusions,” Mr. Putin said, adding that the authorities and ruling elites of some countries have declared a “virtual blockade” of the Russian Federation.

The new national project, according to the president, should be responsible for data collection, development of communication systems, sovereign infrastructure for data storage in the country, domestic cloud and computing solutions, data security, and continued work on quantum communication and encryption technologies. “The effect will be complex and multiplicative in the full sense,” Mr. Putin said.

The President also said that Russia plans to create and expand “equal, mutually beneficial technological and scientific alliances with other states.” In particular, within the framework of the Russian representation in the BRICS in 2024, it is expected to discuss projects in a number of “significant areas”, including advanced technologies in computing, development, storage and transmission of data.

During a speech, Vladimir Putin instructed the government and the State Duma to provide funding until 2026 for the renewed mega-grant program for researchers. The President stressed that within the framework of this program, support will be provided to those scientists who left Russia but decided to return.
