Putin instructed to work out the gasification of Kamchatka at the expense of the Sakhalin-2 project

President Vladimir Putin instructed develop and implement a gasification plan for the Kamchatka Territory until 2025. It should provide for the possibility of supplying liquefied natural gas produced under the Sakhalin-2 project.
The road map should be developed by the federal government, the regional authorities of Kamchatka, Gazprom and NOVATEK. The plan should provide for the construction of a complex for receiving liquefied natural gas in Rakovaya Bay, Avacha Bay. At the expense of the federal budget until 2024, it is necessary to build coastal infrastructure. NOVATEK is to ensure the construction of the offshore part of the complex, including a floating regasification unit and gas carriers-shuttles.
Also, the authorities should work out the resource base for the production of LNG and its supply to Kamchatka at a price “which does not exceed the price regulated by the Federal Antimonopoly Service of Russia within the framework of the Unified Gas Supply System.”
The Sakhalin-2 project has been implemented since 1994 on the basis of a production sharing agreement. In addition to Gazprom, its shareholders were Shell, as well as the Japanese Mitsui (12.5%) and Mitsubishi (10%). After the start of the military operation in Ukraine, Shell announced that it intended to withdraw from the project. In June, by decree of Vladimir Putin, the Sakhalin-2 operator was transferred to Russian jurisdiction: instead of Sakhalin Energy, it was the Sakhalin Energy structure created in Russia. NOVATEK said it would explore the possibility of acquiring Shell’s stake, but the decision would be made after the audit.
