Putin instructed to propose amendments to the Criminal Code by June 1 to reduce pressure on business

President Vladimir Putin gave a list of instructions following the results of the March congress and a meeting with members of the Russian Union of Industrialists and Entrepreneurs (RSPP). In particular, before June 1, he is waiting for proposals from the RSPP on introducing changes to the criminal law to reduce pressure on business, according to site Kremlin.

Other suggestions include:

• the government – by May 20 to submit proposals on clarifying the payment of dividends by Russian companies to co-owners of shares from “unfriendly” countries;
• to consider the issue of preferential mortgage loans for teaching staff of educational organizations working within the framework of the “Professionality” project;
• consider the issues of adjusting the standards for the composition of wastewater discharged by organizations engaged in industrial production into centralized sewerage systems;
• the government, together with the Central Bank (CB) and the Russian Union of Industrialists and Entrepreneurs, to consider the issue of annual publication by large Russian companies of public non-financial reporting, including information on their compliance with the principles of responsible business conduct;
• the government and the Central Bank are to finalize the main directions and criteria for Russia’s sustainable development projects by June 1 and provide for measures of state support for instruments for financing such development.
• the government and the RSPP – to “take measures” to attract funds from private investors for the implementation of projects for the construction of individual facilities of the North-South transport corridor;
• submit proposals to stimulate the involvement of employers in the system of employers’ associations;
• to consider the development of an “industrial renovation” project involving the construction of multimodal industrial parks;
• consider refining the parameters of the “industrial mortgage”, taking into account the assessment of the need for its expansion, as well as an increase in the volume of subsidies and the loan term;
• before September 1, update career guidance programs for schoolchildren, taking into account the development of modern industries and technologies;
• The RSPP is recommended to establish an award in the field of entrepreneurship for Russian companies that follow the principles of responsible business conduct.

In March RSPP prepared measures to reduce criminal and administrative pressure on business. The package of measures includes the decriminalization of ten articles of the Criminal Code. Business Ombudsman Boris Titov also offered remove from the Criminal Code cartel conspiracies in the commodity markets.
