Putin instructed to consider the possibility of creating a film cluster in Moscow

Russian President Vladimir Putin instructed by the end of September to consider the possibility of creating in Moscow a special economic zone in the field of the film industry – an international film cluster. About it says in the list of instructions published on the Kremlin website based on the results of visiting the exhibition “Development of the Creative Economy in Russia”.

“The Government of the Russian Federation, together with the Government of Moscow, to consider the creation of a special economic zone in the city of Moscow in the field of the film industry (Moscow International Film Cluster),” the document says.

Russian Prime Minister Mikhail Mishustin and Moscow Mayor Sergei Sobyanin were appointed responsible for the order. They also have until September 30 to consider issues of special measures to support residents of the special economic zone, including the provision of tax incentives, subsidies and grants.

Among other instructions to be completed by September 30, the list includes amendments to the legislation, according to which the production and distribution of cartoons for children should be fully funded by the state. In addition, Putin instructed to establish a profit tax rate of 3% for producers of cartoons and companies that distribute them.

During a visit to the exhibition “Development of the Creative Economy in Russia” on May 30, Putin talked with Yuliana Slasheva, Chairman of the Board of Directors of the Soyuzmultfilm film studio, Chairman of the Board of the Association of Animated Film Industry Organizations. During a meeting with her, Putin called animation a priority industry and noted that animation is “the foundation of education and upbringing.”
