President Vladimir Putin instructed the government to allocate at least 300 billion rubles from the National Welfare Fund (NWF) in 2025. for the construction of a high-speed highway from Moscow to St. Petersburg. This is stated in the order published on website Kremlin.

According to the document, the indicated amount will be provided at a rate of no more than 1% per annum with capitalization of interest in the first ten years. The deadline for completing the order is set until July 1, 2024. Prime Minister Mikhail Mishustin was appointed responsible. Also, in 2024–2028, it is planned to provide a capital grant from the federal budget in the amount of 28.5 billion rubles. for the purchase of land plots for the construction of infrastructure facilities necessary for the implementation of the project.

Russian Railways has been designing a train for the HSR project since 2020. According to the Ministry of Transport, the financial model of the high-speed railway between Moscow and St. Petersburg includes 580 billion rubles. from the National Welfare Fund, as well as Gazfond bonds worth 290 billion rubles. A meeting on the HSR project was held in February. Kremlin stated, that the basic design of the project was agreed upon.
