Press Secretary of the President of the Russian Federation Dmitry Peskov said that Russia and Belarus are actively interacting in the energy sector. He did not comment on the information of Kommersant’s sources, according to which the Russian budget will subsidize the supply of Belarusian fuel to the Russian Federation.
“We carry out very active interaction within the framework of the union state, Belarus is our closest partner and ally. This includes cooperation in the energy sector, in various areas of this sphere. That’s all I can say,” Mr. Peskov said in response to a request to comment on such information.
According to Kommersant, Russia will support Belarusian oil refineries (ORs) through damper payments. The state-owned Promsyrieimport, according to Kommersant’s sources, has already begun to sell Belarusian diesel fuel bought at high prices on the St. Additional supplies of frost-resistant diesel fuel from Belarus are necessary for the Russian Federation in the face of a possible shortage due to Western sanctions and the loss of the Ukrainian market.
The damper mechanism is designed to stabilize the cost of fuel in the domestic market during fluctuations in oil prices. As part of it, Russian refineries receive compensation, which is calculated as 65% of the difference between the export price and the indicative (fixed) domestic fuel price.
In early October, prices for winter diesel fuel at SPbMSTB overcame 70 thousand rubles per ton, an increase of 25% compared to the previous year. The Ministry of Energy claims that the market will be balanced and do not expect retail prices to rise. However, according to experts, the problem of shortage of winter diesel fuel will worsen this year.
