The round-the-clock transfer of data from taxi aggregators about means of payment and geolocation proposed by the FSB to it will create risks and additional costs for the IT industry and will not bring significant benefits to the state. FSB project on extrajudicial procedure for obtaining access to information systems and databases of taxi aggregators was prepared at the end of March to implement the Taxi Law (effective September 1, 2023). The FSB also proposes to expand the list of information to which it will be able to access. We are talking about electronic monitoring of geolocation and data on means of payment.

The ANO Tsifrovaya ekonomika, whose supervisory board is chaired by Deputy Prime Minister Dmitry Chernyshenko, believes that the wording used by the FSB will oblige to transfer information about the means of payment and geolocation not only to taxi services, but to all information dissemination organizers (ARI). Now they include more than 300 companies, including “Yandexand VK.

Experts point out that taxi aggregators lack the technical ability to transmit geolocation data in real time, and also that Geolocation Monitoring duplicates data that security agencies are already requesting from mobile operators as part of operational search activities.

The document prepared by the FSB also does not disclose the concept and scope of “means of payment”: the current wording allows you to request from aggregators unlimited financial information about users that they do not own, the ANO notes. To meet the new requirements, taxi services will have to create new databases, for which they will spend about 10% of their sales.

Anton Danilov-Danilyan, deputy chairman of Delovaya Rossiya, also made similar remarks about the FSB project, notes RBC. Interviewed by the publication, market participants considered the initiative of the special services to be excessive, and also warned about the increased cost of the trip if the project was accepted. People & People, the owner of Citymobil, also pointed to the risks of information leakage, since taxi services do not have an established channel for the regular transmission of large amounts of data.
