Deputy Prime Minister of Russia Alexander Novak published article in the journal “Energy Policy”. In it, he says that Russia plans to redirect about 25 million tons of coal from west to east. Deliveries will be carried out, including through the ports of the Azov-Black Sea basin. According to Mr. Novak, by 2030 the volume of coal exports through the Eastern landfill may increase to 216 million tons, and the port capacity of the eastern ports for coal transshipment will increase by 55-211 million tons by 2031, exceeding the current figures of 1.4–2. 3 times.
To implement these projects, with the support of the Ministry of Transport, the capacity of the Eastern test site and the availability of maritime transport will be increased. He noted that the carrying capacity of the Baikal-Amur and Trans-Siberian railways in 2024 should be 180 million tons.
Mr. Novak attention that in order to increase the competitiveness of domestic coal companies, it is planned to shift the coal mining centers to the east of the country. According to him, coal exports to the countries of the Asia-Pacific region will be increased, since part of the volumes from the European market can be sent by rail to eastern ports and border crossings.
In order to expand the exported range, the government intends to activate settlements in national currencies. As Alexander Novak notes, such mechanisms are already provided for when paying for coal supplies with China, India and other countries.
After the entry into force of the European coal embargo, Russia by 57% increased coal export to China. However, despite the growth in coal exports to Asia, the reduction in supplies to Europe leads to a decrease in production. Now companies ship coal to the Asian market, including through the ports of the Baltic and the Black Sea, since the capacity of the Eastern landfill is insufficient to redirect Russian coal export flows.
