According to Interfax, Mr. Novak instructed the Ministry of Energy, the Ministry of Finance, the Federal Customs Service (FCS) and oil companies to consider the need and effectiveness of this measure. According to the order of the Deputy Prime Minister, they “must prepare a list of preventive measures to ensure the stable functioning of the winter diesel fuel market, in particular, by studying issues of increasing its production, banning the export of kerosene, as well as changing the rules for charging excise duty on jet fuel, which is used for mixing with diesel fuel “
In addition, according to agency sources, Mr. Novak instructed the Federal Antimonopoly Service (FAS), the Federal Tax Service (FTS) and the Ministry of Energy to find out the reasons for the continued increase in prices for gasoline and diesel at gas stations. Also, the relevant departments should study why prices for petroleum products in the small wholesale segment are not falling against the backdrop of falling prices on the stock exchange. “It was also instructed to take measures to prevent prices from exceeding the designated level in a number of regions and to ensure a reduction in prices in the small wholesale segment,” Interfax quotes the deputy prime minister’s order. From September 21 this year, the Russian government introduced temporary restrictions on the export of gasoline and diesel. On October 6, the government adopted a set of measures to ensure balance in the domestic petroleum products market. In particular, the ban on the export of diesel fuel was partially lifted. Companies were allowed to supply fuel abroad, but only through pipelines to seaports for producers and not more than half of the total output.
