Elvira Nabiullina, Governor of the Bank of Russia, proposed introducing a mechanism for the forced blocking of bank transfers to accounts that the bank security service recognizes as fraudulent. In her opinion, blocking transactions is necessary even if the client insists on its implementation.
“If we know that this is a scam site, it is in the database, we need to block the receipt of funds to it, and not give the person two days to think. This system needs to be thought over,” said Ms. Nabiullina during the cybersecurity forum (quoted by RIA Novosti).
14 February Central Bank informed on reducing the number of theft of funds from the bank accounts of Russians. The amount of damage from the actions of malefactors at the same time increased to 14.2 billion rubles. Since February 2022, the regulator has promised to initiate blocking of mobile applications and pages on social networks that scammers use to steal funds.
In October 2022, the State Duma adopted law on countering theft from bank cards. It provides a mechanism for interaction between the Central Bank and the Ministry of Internal Affairs. Banks in case of revealing “signs of fraudulent transactions” can block transfers for two days.
