Mishustin instructed to work out a program for financing IT projects – Kommersant

Prime Minister Mikhail Mishustin gave instructions following the results of the VIII conference “Digital Industry of Industrial Russia”. In particular, he instructed to work out the launch of a special program for financing projects in the field of IT, which provides benefits for companies informs government press office.

Other assignments include:

• to allocate more than 11 billion rubles for the implementation of road map measures for the development of high-tech areas “new industrial software” and “new system-wide software”. from the government’s reserve fund (the instruction was given to the Ministry of Finance before July 17);
• submit an action plan to develop venture financing for Russian IT companies, stimulate the creation of private industry venture funds, including through tax incentives (to the Ministry of Finance, the Ministry of Economy, the Ministry of Digital Development, the Central Bank by the end of September);
• by September 1, to form lists of typical industrial objects of critical information infrastructure, where foreign software products will be replaced by domestic ones, and specific replacement periods have been determined;
• work out the formation of a system for assessing the level of compliance of critical information infrastructure with the requirements for technological independence (by October 2, Ministry of Digital Development);
• work out the issue of creating a center of competence in the field of electronic element base, taking into account the need to involve representatives of friendly states (Ministry of Industry and Trade and Ministry of Digital Development);
• to address the issue of developing Russian software for information modeling technologies in construction (to the Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Energy and the Ministry of Transport until September 1);
• JSC “Kama” is recommended to prepare proposals to support developments in terms of electronic components and radio-electronic equipment and send them to the Ministry of Industry and Trade before July 7.

In 2022, amid the military operation in Ukraine, the Russian authorities took a number of measures to support technology companies. In particular, the government liberated IT companies from taxes for three years and provided their employees with a deferment from the army, as well as launched for them a preferential mortgage at 5%.
