Andrey Klishas, head of the Federation Council Committee on Constitutional Legislation, reacted to the criticism of the Ministry of Internal Affairs of the bill he proposed to legalize the online sale of alcohol. The senator pointed out that alcoholic beverages can already be purchased via the Internet, and the Ministry of Internal Affairs, in his opinion, “just tries not to notice this.”
In June, Andriy Klishas presented a bill that proposes to allow the online sale of alcohol at the legislative level. Today, August 17, Vedomosti published a material stating that the Ministry of Internal Affairs opposed the initiative discussed by the officials. The ministry considered that the legalization of the online sale of alcohol could lead to the risk of weakening state control over the circulation of alcohol.
Commenting on the publication of Vedomosti and the claims of the Ministry of Internal Affairs, the senator wrote in Telegram: “The absence of any state control over the illegal Internet trade in alcohol at the present time without any restrictions … this is the reality of today, which the Ministry of Internal Affairs simply tries not to notice.”
The bill on the online sale of alcohol in June was withdrawn by Andrei Klishas after the conclusion of the Ministry of Finance. Then the department supported the project conceptually, but asked to ensure sufficient control over the sale of alcohol online. According to Vedomosti, the revised draft law will be submitted to the State Duma in the autumn session.
