Ministry of Economy against the list of special exporters of petroleum products – Kommersant

The Ministry of Economy did not support the initiative to introduce a list of special exporters of petroleum products, which was put forward by the Ministry of Energy to combat gray exports. This was reported Interfax with reference to sources familiar with the course of the discussion between departments.

The Ministry of Economy believes that it would be more expedient to introduce export licensing. According to one Interfax source, one of the advantages of this option is that there is no need to publish a list of exporters and their agents, which companies oppose under the sanctions.

In turn, the Ministry of Energy believes that if licensing is introduced, it will be difficult to monitor the activities of a large number of licensors, in the case of licensing with quotas, it will form a balance for numerous exporters. At the same time, if a list of special exporters is created, it will be possible to completely eliminate the gray export scheme, since only serious companies will be included in the list.

The Ministry of Economy told Interfax that this issue is under consideration. They did not comment on the possibility of supporting the introduction of a list of special exporters. The Ministry of Energy and the office of the relevant Deputy Prime Minister Alexander Novak did not provide comments.
