Marketplaces signed a memorandum on the systemic rules of the game in the field

The largest Russian marketplaces and the SME corporation (operator of programs to support small and medium-sized businesses; KMSP) agreed on a joint memorandum on the development of uniform rules for work and the introduction of measures to support entrepreneurs in the online commerce market, reported corporate press office. The document was signed by Wildberries CEO Tatyana Bakalchuk, Ozon Managing Director Sergey Belyakov, Marketplace LLC (SberMegaMarket) CEO Sergey Malyshev, Yandex Market Government Relations Director Dmitry Rusakov and KMSP CEO Alexander Isaevich.

According to the memorandum, marketplaces undertake to proceed from the “presumption of financial integrity” of their partners among SMEs, apply the principles of proportionality of mutual responsibility and create favorable conditions for site participants. KMSP, in turn, will develop a special section for requests from sellers of marketplaces and pick-up points (POIs) on the MSP.RF platform. The corporation intends to monitor each appeal in order to track their systemic nature and respond jointly with Internet sites.

KMSP also undertakes to provide consulting and legal assistance to entrepreneurs in their interaction with marketplaces. According to the representative of the corporation, the most pressing issues (offers, fines, sanctions for non-compliance with the rules) will be a separate subject of discussion.

The memorandum was signed against the background of the resonance around the conflict between Wildberries and some owners of the pickup point. On March 9, the marketplace announced the introduction of new rules for entrepreneurs, according to which they charged the full cost of the order if a marriage or substitution was found when it was returned to the warehouse.

In response, the owners of a number of pickup points announced a strike, during which they complained not only about innovations, but also about the existing system of payment, motivation and deductions. March 16 company reported on the abolition of more than 10 thousand fines and promised that she would improve the service for their arbitration.

Conflict updated discussion of the issue of tightening control over marketplaces. Members of the industry commission of the Ministry of Industry and Trade proposed to the Ministry of Digital Transformation to remove marketplaces from restrictions on antimonopoly checks.
