Deputies of the Kurultai of Bashkiria proposed to amend the Federal Law “On Credit Histories” and “On Consumer Credit (Loan)”. Borrowers intend to oblige to obtain permission for a loan at the credit bureau through a single portal “Gosuslugi” or the MFC. A credit or microfinance organization will have to check the availability of permission and only after that make a decision on issuing a loan.
It is proposed to issue a loan not immediately, but on the second calendar day following the day the permission was established at the credit bureau. This “cooling off period” is expected to allow the borrower to make an informed decision.
The bill has been sent for preliminary consideration to the Council of Legislators of Russia.
According to the speaker of the Kurultai of Bashkiria, Konstantin Tolkachev, last year the volume of transactions for the transfer of funds without the consent of the client increased by 4.3% compared to the previous year and exceeded 14 billion rubles.
