President and Chairman of the Board of VTB Andrei Kostin believes that it is necessary to close loopholes for transferring money abroad. In addition to the limit on transfers of $1 million per month, which is currently in effect, he proposes to introduce a limit on the transfer of funds in rubles at the level of 100 million rubles.
“Loopholes remain. Let’s say you decide to transfer money abroad: restrictions have been introduced on $1 million per month, and in rubles – transfer as much as you want. What happens next? You transferred a billion to Armenia, and it is immediately returned in exchange for dollars. This opportunity needs to be closed, for example,” said Mr. Kostin RBC.
The head of VTB does not know how the Central Bank views such an idea. He suggested that this option was being considered along with others. Mr. Kostin called the Central Bank and the Ministry of Finance of the Russian Federation the best in post-Soviet history; he believes that they will cope with the volatility of the ruble.
