Kommersant learned about the possible transfer of facilities in Sochi to the Tkachev family

The family of the ex-governor of the Krasnodar Territory, former Minister of Agriculture Alexander Tkachev may withdraw the Olympic venues in Sochi from collateral obligations to VEB.RF. About it writes “Kommersant” with reference to two sources in the market.

Another interlocutor of the newspaper claims that the Tkachev family plans to refinance the company in another bank, which will receive the collateral. VEB.RF and the Mantera group (which manages the ex-governor’s hotel assets) declined to comment.

The publication notes that part of the withdrawal of objects from collateral may be a deal that was recently approved by the FAS. According to the deal, Sochi Park JSC, Sochi Park Hotel LLC and NAO Krasnaya Polyana, which own the Tkachev family’s Olympic venues, will be transferred to LLC MC Terra Asset Management, ZPIF Hospitality Technologies. These legal entities are managed by the structures of the ex-governor, Kommersant claims.

According to the newspaper, the value of the real estate portfolio is at least 42 billion rubles. The Sochi Park Hotel company owns a hotel with 2,900 rooms, Sochi Park operates a 25-hectare amusement park of the same name with attractions and the Bogatyr Hotel (293 rooms), and Krasnaya Polyana also operates a resort with slopes and hotels with 2,800 rooms.

The Winter Olympics in Sochi took place in February 2014. Then VEB.RF allocated a total of 240 billion rubles for facilities in Sochi. The state corporation financed 17 facilities, most of the loans after the Olympics were restructured with prolongation of repayment terms.

According to Kommersant’s source, loans were initially issued on market terms, but later the rate on them dropped to 2.5% and assumed a delay in paying the body of the debt. The interlocutor claims that Tkachev’s structures owed VEB.RF about 50 billion rubles, of which 30 billion rubles. accounted for “Krasnaya Polyana”. The source admitted that the ongoing restructuring is needed to participate in other major projects.

At the end of January 2023 became knownthat Mountain Peaks LLC (owned by Andrey Skok, who is considered to be the asset manager of the Tkachev family) plans to acquire the Arkhyz resort.
