Andrey Klishas, head of the Federation Council Committee on Constitutional Legislation and State Building, withdrew from the government his draft law on regulating the online sale of alcoholic beverages. The newspaper reported Vedomosti with reference to two sources familiar with the discussion of the initiative. The information was confirmed by a representative of the office of Deputy Prime Minister Dmitry Grigorenko, to whom the document was sent.
Andrei Klishas withdrew the bill after he received comments on it from the Ministry of Finance, Vedomosti writes, citing a source in the profile association. According to him, the Ministry of Finance generally supported the bill, although it presented a number of comments. The source of the newspaper did not explain their essence.
In June Andrey Klishas sent in a project to legalize the sale of alcohol on the Internet. According to the document, certain companies will be able to sell alcohol online. As part of the initiative, a separate register of websites for companies that can sell alcohol online will be created. For remote purchase, it will be necessary to confirm the age through the state system, as well as using a QR code already at the time of the transfer of alcohol.
In July, Deputy Minister of Industry and Trade Viktor Evtukhov declaredthat his department “conceptually” supported the initiative to legalize online sales of alcohol. He noted that at the same time it is important to “build up control” of such activities, but it is “not so difficult” to ensure this.
