Press secretary of the governor of the Kaliningrad region Dmitry Lyskov told reporters that the queue of trucks on the border with Lithuania was formed due to a large-scale failure in the operation of Lithuanian customs information systems.

“From 23:00 (0:00 Moscow time— ”b”) On March 20, until 11:00 on March 21, the Lithuanian side did not accept a single cargo vehicle; at 11:00 today they launched four vehicles from us,” added Mr. Lyskov (quoted from RIA Novosti).

Earlier today, March 21, the Federal Customs Service of the Russian Federation reportedthat since 23:00 on March 20, Lithuania has not accepted a single truck from Russia without explanation, which is why a queue of 140 heavy trucks has formed at the border.
