At the same time, in 2026 it is proposed to allocate 28.3 billion rubles for the program, which is 10% lower than the budget forecast.
The socio-cultural project “Pushkin Map” was launched in September 2021. Young people aged 14 to 22 are allocated a budget for cultural education. Funds on the card can only be spent in cultural institutions and on cultural events. The annual limit for purchasing tickets using the Pushkin Card is 5 thousand rubles.
In early March, the head of Rosfinmonitoring, Yuri Chikhanchin, told President Vladimir Putin that fraudsters managed to steal 100 million rubles from the program cards. In the scheme, according to Kommersant, participated individual entrepreneurs.
To “eliminate points of vulnerability and increase the level of security” of the “Pushkin Card,” Deputy Prime Minister Tatyana Golikova ordered changes to the federal program. The Ministry of Culture and the Ministry of Digital Development proposed to make VK the single ticket operator of the Pushkin Card. All participating cultural organizations and other ticket aggregators will have to connect to it.
