A new recreational area may appear on 600 hectares on the banks of the Vazuzsky and Yauzsky reservoirs in the Smolensk region, 230 km from Moscow. A project in such a territory is considered large, so its implementation is possible only by a consortium of investors.
The fact that a new resort may appear on 600 hectares in the Vazuz agglomeration of the Smolensk region, Elena Lebedeva, managing partner of the Znak Group of Companies, told Kommersant on the sidelines of the Mallpic exhibition held in Sochi last week. This company is developing the concept of the project. As follows from the presentation of the project, which Kommersant has at its disposal, it is planned to be implemented in Lebedki on the banks of two reservoirs at once – Vazuzsky and Yauzsky – 50 km from Gagarin and 230 km from Moscow. According to Ms. Lebedeva, the project is planned to be presented in June at the St. Petersburg International Economic Forum.
The development of the Vazuza agglomeration is divided into three phases. At the first stage, according to Elena Lebedeva, the construction of a hotel with 500 rooms, a thermal complex, villas with access to the shore, a marina, and a medical center are implied. All these objects will occupy about 164 hectares.
At the second stage, it is planned to build health resort facilities with educational elements for children. The third stage involves the expansion of this function through the museum of astronautics, planetarium, educational centers for the study of astronautics, aviation, paragliding, as well as thematic workshops and educational laboratories.
Elena Lebedeva estimates the volume of investments at 50 billion rubles. Since, according to her, the lands in the Vazuz agglomeration are owned by different companies, the project will be implemented in partnership. One of the major owners of sites in the area is businessman Anton Bolshakov, says a Kommersant source familiar with the situation. According to Kartoteka.ru, he owns Prechistoye LLC, registered in Lebedki, Smolensk Region. The Vazuza Country Club hotel complex is located at the same address.
At the same time, a year ago, TASS, citing Smolensk Governor Alexei Ostrovsky, reported that another company of Anton Bolshakov, Blagodatnoye LLC, intends to build a hotel of 150 low-rise buildings near Gagarin. Investments in this project were then estimated at 2 billion rubles.
Mr. Bolshakov is also a co-owner of the legal entities Parus. Asset Management” and “Landlik”, where the founders of the development company Central Properties Denis Stepanov and Sergey Egorov are among the founders. Central Properties told Kommersant that they had nothing to do with the development project of the Vazuz agglomeration. It was not possible to contact Anton Bolshakov on May 23.
Stanislav Ivashkevich, managing partner of Ivashkevich Hospitality, who has heard about plans to build a resort in the Smolensk region, says that recreational areas far from Moscow may be in demand among Muscovites. He refers to the experience of Zavidovo, Tver region. “But in the case of the project, the Vazuzsky and Yauzsky reservoirs do not yet have a clear plan for developing infrastructure and creating anchor facilities that could attract a significant tourist flow,” the expert notes.
The general director of the Dolphin tour operator Sergey Romashkin also doubts that the location will be in demand among tourists from Moscow due to its considerable distance from the city. Hotels located more than 100 km from the capital usually have difficulty loading, the expert explains. The Smolensk region, according to him, enjoys a restrained interest of tourists due to the limited number of activities for vacationers.
At the same time, Mr. Romashkin assumes that a high-quality project on the banks of the reservoirs can count on steady demand from guests from nearby cities. But in this case, he concludes, the cost of placement should be low.
